this company emails everyday about annual UCR registration. i think this is a scam and i have copied the most recent email from them.
Dear CREATIVE ENCLOSURES LLC,
Your DOT Number 3019240 operates in INTERstate commerce and the Unified Carrier Registration (UCR) for 2023 is due. The UCR Plan is a national program that requires an annual fee based on the number of power units you own or operate in interstate commerce. If a carrier crosses a state line occasionally or even only once, or if it hauls even within a state a freight that has originated in or is destined for another state like cargoes such as the U.S. mail, or intermodal shipments are by definition interstate in nature. And hauling any interstate freight makes a carrier an interstate carrier and subject to UCR. This includes motor carriers, motor private carriers, brokers, leasing companies and freight forwarders, including all entities – private, exempt, or for hire.

If you are no longer operating, please deactivate your USDOT number and if your vehicle(s) do not leave the state or carry freight from another state, please update your carrier operation to INTRAstate. If, however, you have any out-of-state inspections, an active MC number, or any vehicle(s) registered under the International Registration Plan (IRP) at any time during 2023, you MUST pay the UCR fee.
Annual Registration begins on 1st of October every year and the enforcement begins 1st of January the following the year. After this date, operating a commercial motor vehicle in interstate commerce prior to paying the correct UCR fee is in violation of 49 C.F.R. 367.30 and Rule 3.21(c) of the Commission’s Motor Carrier General Orders Rules and Regulations Pamphlet No. 2003. Nonpayment of UCR fees may result in the issuance of a show cause order and the suspension of UCR Registration. You may also be subject to a fine. Penalties for non-registration begin at $100.00 and may rise as high as $500.00 for each day that you have not registered.
