The Armenian parliament has passed the second and final reading of amendments to the law on state duty. Approved with 60 votes in favour and 6 abstentions, the amendments include increases in duty for bookmaking, sweepstakes and online games.
The amendments, which passed the first reading earlier this month, make changes to gambling licences and introduce a quota system.
A company offering online gambling with winnings would have to buy the right to accept bets worth 100bn drams (€239.8m) and pay 175m drams (€419,800) in duty. The system for sweepstakes would be different. For the right to accept bets of up to 50m drams, operators would have to pay an additional 5m drams.
Deputy Minister of Finance, Arman Poghosyan, said that the increase in tax was necessary because gambling turnover had risen dramatically, from 140bn drams in 2017 to 4.2tr drams in the first nine months of this year. The changes are expected to generate additional revenues of 10bn drams per year from 2024. They will enter force on July 1, 2023.

The International Tennis Integrity Agency (ITIA) has appointed Karen Moorhouse as its new CEO.
Karen will join the organisation on 6 February 2023 after 14 years at the Rugby Football League in the UK where she was Chief Regulatory Officer. Karen also served as a non-executive director on the Board of the highly successful Rugby League World Cup hosted in the north of England earlier this year. She replaces Jonny Gray, who left the organisation in September.
Jennie Price, Chair of the ITIA Board, said: “Karen stood out from a strong field of candidates as the person who combines the skills, experience and personal qualities to take integrity in tennis to the next level. As well as a deep knowledge of integrity in sport, she brings impressive governance and commercial experience to the role. Above all, she is team-focused, inclusive and collaborative. I am delighted she has decided to join us.”
Karen Moorhouse said: “I am absolutely delighted to be joining and already hugely impressed by the calibre of individuals I have met so far at the ITIA and across the sport, and their commitment to integrity. By establishing and funding the ITIA, tennis is already rightly recognised as leading the way in how it deals with integrity matters. I will be focussed on working with our stakeholders and other organisations in the sporting, anti-doping and betting landscape to continue to find new ways of educating and supporting players (and others involved in the sport) and monitoring compliance with the rules. The ACMA has requested the Australian internet service providers (ISPs) to block two illegal offshore gambling websites, after investigations found that those two websites are operating in breach of the Interactive Gambling Act 2001.
The latest sites blocked include Pokizino and ABA Lucky 33.
Website blocking is one of a range of enforcement options to protect Australians against illegal online gambling. Since the ACMA made its first blocking request in November 2019, 652 illegal gambling and affiliate websites have been blocked.
Over 180 illegal services have also pulled out of the Australian market since the ACMA started enforcing new illegal offshore gambling rules in 2017.
